Pennsylvania colleges would be “equal partners” under Gov. Josh Shapiro’s plan to bring together the state’s university system and its community colleges, the governor’s office said in a recent report. Last month, the governor announced his proposal to combine the 10 institutions within the Pennsylvania State System of Higher Education and the state’s 15 community colleges under a new governance structure.
