Gov. Josh Shapiro indicated he would like to see the creation of a new system by the end of this calendar year. Next year, he wants to see the beginning of a $1,000-per-semester tuition cap for students whose families are below the state’s median income level.
Key details outlined in the FAQ include:
- The community colleges would not merge into the state system. Instead, Pennsylvania would create a new public system with a new governance structure. The community colleges and state universities would be equal partners in this system.
- The state does not plan to dissolve existing local governing boards that oversee the community colleges.
- Students whose families earn $70,000 or less would qualify for the $1,000 semesterly price tag.
