Republicans pitched their own, multifaceted approach to dealing with the state’s higher education challenges. Two centerpieces were a pair of financial enticement programs designed to lure post-secondary students into fields of study that produce workers in high demand in the state.
One proposed program, dubbed the Build PA Scholarship, would give grants of up to $5,000 a year to students enrolled in studies aimed at a high-priority industry. Those receiving the grants would have to agree to stay in Pennsylvania after graduation and work for 15 months for each school year in which they received a grant.
