Cutting parts of base-level funding, which Moore, a Democrat, called “rebasing,” for private higher education subsidies and lottery commissions puts the administration in a position to boost spending for public safety, child care, housing, business innovation, K-12 education, state employee pay and other priorities the governor highlighted during a press conference Wednesday in Annapolis. The state Senate’s budget committee chair said Moore’s budget is a “really solid starting place” for lawmakers’ negotiations.
