Pa. budget includes debt relief for state universities

A $65.4 million appropriation to provide financial debt relief to the Penn West trio of state-owned universities at California, Clarion and Edinboro is included in the state budget bill awaiting final enactment.

The budget bill – House Bill 611 – has yet to win final enactment due to a partisan dispute over a new student school voucher program called Lifeline Scholarships. The various code bills that spell out how appropriations are spent have yet to be enacted.
