CSU realized early on, however, that Proposition 209 doesn’t prohibit CSU from studying how its system may be failing to fully address the needs of its students, particularly those who may be negatively or disproportionately impacted by race, ethnicity, or gender group. Proposition 209 only forced CSU to eliminate one of these factors.
